And parents, teachers, administrators and many students seem to agree that in the process of complying with the education desegregation order, the public schools have improved through special academic programs aimed at attracting students from across the city and have managed to avoid white flight. Today, all but one of the city's 30 schools have a racial balance in accordance with a 1986 agreement reached in Federal court that mandated, among other things, that all the city's schools be desegregated in two years and that districts be redrawn. ![]() In the last 28 months, even as Yonkers risked bankruptcy in its battle against a court-ordered housing desegregation plan, the public schools here have moved quietly and methodically to abolish deeply rooted segregation in the system.
